To get married in Washington City you don't necessarily have to be the citizen of District of Columbia but you have to provide document proof for the following:

- Proof of age

- Social security number

- Address

- Telephone numbers

Incase you were previously married you have to show the certificate of divorce or death of your spouse. The license could take 3-5 days.
